New Haven has a double-standard in plowing Dixwell

I am a former resident of the City of New Haven. I arrived in the city in 1965. Dixwell Avenue has only been properly plowed during the tenure of Vanessa Dale Burns' directorship of the Department of Public Works!
Dixwell Avenue serves the "black community" and has always received the poorest plowing services.
From the Hamden town Line to Broadway, it has always been poorly plowed!
The Director of Public Works should not have permitted vehicle to have been parked on Dixwell given the amount of snow expected with the pending storm! Thus, the inability of vehicles, including emergency vehicles, are now having great difficulty negotiating Dixwell Avenue.
After the February storm I attempted to drive into New Haven using Dixwell Avenue. I stopped to allow an ambulance with its siren going to go ahead of me. It was stopped at Elizabeth Street after entering New Haven because the street was so poorly plowed! This is not acceptable!
Hereafter, with such pending snow storms, a parking ban must be placed on each of the main thoroughfares into and out of the city! With proper planning the difficulty of travel would not have been an issue! Even downtown a parking ban should have been in place to facilitate transportation!
